The elder Khameini (assassinated one) had issued a fatwa on nukes because they are "inhumane." But that died with him. Haven't heard if the new one has done the same. Iran would be better off if they did have nukes because then they'd be left alone.

The thing about religious hardliners, if they refrain from an act because they genuinely believe it would offend God, you can't really force them to do it. You would have to remove the non-nukes hardliners from the government to get them to reconsider.Oh, wait...
