@JessTheUnstill Mandatory re-tests every 5 years for everyone might make this easier.There is no reason that a licence to operate dangerous machinery in a potentially lethal environment should be valid for life.

@drgeraint The problem is that simply becomes an additional tax to keep poor people from being able to participate in the economy (legally).

@JessTheUnstill Fair point; but need it cost anything? If regular re-testing would make the roads safer and reduce casualties, could we argue for re-tests to be free of charge on public safety grounds?
