@CSB they usually base that on the amount and style of signage that the protesters are carrying. If it looks like most of them came out of the back of a moving van, then it's fair to assume someone paid for all of them to be printed and assembled and transported to the "front" and distributed.Even if the "someone" is "the collective against tyranny" or something, it's still organized.
