I still think Babylon 5 has one of the best villains in any TV show, in Alfred Bester. He's played by Walter Koenig from Star Trek, a wonderful against-type performance. What's so great about Bester is that he seems aware that other people see him as a villain, and he's willing to play the part. It's like he's thinking "I know you all despise me, and you know what? I don't really care." He's arrogant, but he has the intelligence and skill to back it up, which is a scary combination.

@sunbeam_rider Harlan Ellison, the story consultant on B5, was a huge fan of Bester's novel The Demolished Man. I'm pretty sure that the Psi-Corp in Babylon 5 draws heavily from the telepath culture in The Demolished Man, and the name was a tribute.
