       [2/3] do to or with the people on that list? There might be kinds of attention that would help direct them away from committing murders, but identifying them would be easier said than done. The temptation would be to pre-restrict or pre-punish them, which would be unjust and likely to drive them towards violence. Every time someone commits murder who is known to the justice system, people say, "Why didn't you stop him?" The reason is, of course, that there are lots of such people, and it is

       @rms Ai is being used along side cctv in shops.   This can identify persistent shoplifting offenders as they enter shops,  data is shared with other shops too,  this frees up staff to deal more with customers. Shoplifting is a serious issue,  we also have a cost of living crisis in the UK, so those costs to shops hit already tight profit margins, lower profits and this lowers investment in taking on new staff.The cctv can also recognize behaviour of people in stores in real time and pick up on specific behavior such as trying to hind items in clothing, bags and leaving without paying.So there are legit uses for cctv,  I am not sure about the system you are  refering to,  but I think a lot of this is about pattern matching,Ideally this tech should be used in conjunction with early intetvention and providing help to people before they offend in any capacity in the first place.
