       I'm going to subtoot anonymously about answering with "Roger".I think I've read this anecdote in "Say It Again, Please". A guy requested the controller (possibly the author) to approve an aircraft repositioning, but the aircraft in question was located on the apron. Apron is generally a so-called "non-movement area", which the Ground or Tower do not control, and thus they do not accept responsibility.The controller replied: "Sorry, but you are in a non-movement area. We cannot authorize or deny your requested movement."The guy then said: "Well... We're just to taxi about then."The legal answer in this case is the shorthand "Roger", but the controller didn't want to be seen authorizing a movement in a non-movement area, however indirectly, so he replied: "I have received and understood your last transmission."For a long time thereafter, everyone on the frequency acknowledged instructions or informations with "I have received and understood your last transmission."
