BS is equivalent to Mastodon.social, or any other fediverse host, which can and do moderate what can be seen on their server.If the moderated video had been posted on a PDS hosted independently of BS, and there were other Relays/ AppViews not hosted by BS, that video would still be visible via ATProto. Just not on BS-hosted infrastructure.
