       @mike I agree. That's how the Nazis did it, too. Though "mainstream" antisemitism already existed before, deporting and killing Jews was still considered barbaric and unacceptable. So the Nazis started not with the Jews but by eliminating any opposition. Then, from 1935 on, segregation was implemented, Jews removed from public office, rhetoric became overtly hostile to the point where physical aggression became accepted. The 1938 pogroms were the litmus test, paving the way towards Holocaust.
