@foone Some of the best CPUs don't! For example, the DEC KL10 CPU (biggest PDP-10, part of DECsystem-10 and DECSYSTEM-20) can't execute any instructions at power-up. Some DEC VAX CPUs and some IBM mainframe CPUs and Power PC CPUs can't either. Probably many others as well. It's become much less common on newer CPUs.
