Alright it's just reserved for root user, so like a quota for non-root users #answerFedi

@swaggboi Yep, and it's quite useful! Booting the system from a filesystem completely out of free space would be really problematic were it not for this quota. Although I suspect 2% on really big partitions to be quite a waste, anyway, you can set it to a reasonable number with tune2fs.
