       Thin clients and terminal servers make sense for certain applications, but one of the biggest reasons we stopped using them is that it's just cheaper and easier to ship your employees a disposable i3 machine with just enough RAM to run chrome.I'm willing to bet that 90% of office workers these days spend the majority of their work day in a web app or custom/proprietary application that could be replaced by a web app.

       When I worked at Amazon I was provisioned a "cloud developer desktop" that was just a mid spec EC2 instance running AL2 and it cost the company around $40 per month after their internal corporate discounts. Assuming a laptop has a lifespan of 3 years, you could spend over $1400 per employee and still come out ahead.
