Or you and you friend nations just stop paying your dues. The WHO like all of the UN has no right to force anyone to be a member and pay dues. Nor does it have any right to dictate to any nation, admission is by invite only as should be their exit.International law only works when groups of nations bully other nations. I am pretty sure at the moment Vladimir Putin will be more than happy to "Just say NO!" and veto every decision.
