@ionizedgirlAh. I thought maybe you were mistaking Biden for Nixon. He's not quite that old ; ) But yes, you're right, he did. He's also a war criminal who voted for the invasions of Afghanistan and Iraq, and supported Clinton 2.0 destruction of Libya etc as Secretary of State. Like I day, stopped clock ;)
