       Found the RNZ article on using electricity to recycle steel, and yes they did mean an arc furnace. But to make new steel we need a replacement reducing agent for the coal.        @abartlet FYI I was working on closed-cycle production of iron, aluminium, nickel, and magnesium back in the '90s. The processes are well understood, but can't compete with coal except for in the niche high-purity and esoteric sector that I was involved with. But those process could combine the refining and selective alloying directly with 3D fabrication, which was kinda cool - particularly as 3D printing wasn't a big thing then.
