This story found on Hacker News is about one example of the kernel's sneaky tendency to give too much work to the first CPU core. Latency is one problem. My problem is when trying to cool fireball CPUs I find the first core habitually running close to 10 °C hotter than the last. Physical layout on die might also be a factor but IDK.https://www.jabperf.com/my-fear-of-commitment-to-the-1st-cpu-core/

The officially correct expression is 10 K, which is either a significant difference in temperature or a really hard freeze.
