TIL: There is something called a "ping bandwith product" that specifies how much data is "on the way".If your latency increases you might have to increase certain values like net.ipv4.tcp_{r,w} (man tcp is apparently wrong about net.core.{r,w}mem_max limiting the latter)The image should work pretty well to estimate the throttled bandwidth.

@simon yeah, it's called latency-bandwidth product and it's related to TCP window size. I'm not sure it's related to buffer size tho.
