       the hard drive light isn't even on, this is a modern pc how in the world is a file copy operation blocked on anything other than disk io

       @natalie as dumb as it sounds (it is), creating an archive (e.g. with 7zip with compression turned off) on the target disk and then unpacking that again can be a lot quicker if you are dealing with many small files. Worth a try
