3b/ They don't have an opportunity to act. As long as there are many more good judges than bad, the problem is one of surface area (like surface area limiting the rate of chemical reactions). Increase this by adding a mechanism beyond the hierarchical appeals process for judges to review actions of other judges. Hierarchies reduce the surface area as bad decisions are appealed.

3c/ They are cowards. Red-team judges before they are allowed into higher offices. Put (fake) cases on their docket that require them to act against their interests and gauge their reaction. The military uses drills to keep troops ready. Drill judges. A single bad drill doesn't kick you out of the army, but a lot of them prevent promotion. Up or out.

The composition would be either peers (judges) or external (community members, people from the legislative or executive branch, but not DAs or trial lawyers whose complaints might provide guidance to the panel).
