So Corona warning apps still do not work without the Google Play Store on Android devices. Shame on you, Google. That should have been integrated in AOSP right from the beginning. https://github.com/corona-warn-app/cwa-documentation/issues/5

@dotcs true that it should be in AOSP, but that's simply not something that Google has the power to do: an update to AOSP takes like 5 years to get to enough phones to be effective as a tracing app, so they had to do it through Google Play Services regardless how you look at it.

@Matter While I agree that they can reach users much faster through their Play Store services than through an operating system update, it is still a problem. The code is not open source, so we have to trust Google's implementation blindly. Also there are devices, such as my one, which have no Google Play Store services installed. I would like to contribute my data but I can't because the app will not run on my phone.
