Every now and then I still do something completely boneheaded. I don't know why I had created a bridge to an inactive network interface strictly for KVM guest networking. In other words I have a bridge called br0 which has eth0 as a member. eth0 isn't connected to anything. At the advice of an article, I replaced that with a tap interface and my KVM guest networking performance increased. WIN!
