@kspatlas @ocean looking into this it seems there are many varieties. since they are so cheap to make they were common in the USSR and remain popular in russia and post-soviet countries. In 1898 Manner in Vienna created 'neapoltan wafers' which were wafer sandwiched with hazelnut cocoa cream (from italy). So italian wafers are actually Viennois. It seems a variant called andruty is popular in poland, these supposedly are made with condensed milk/sweet cream? wikipedia is super concise about it.eeeerrrr so anyway lets conclude these are european :Dnot dutch though, we have stroopwafels.
