       @stux Not in this case. This is coming from an existing Judgement Fund which exists to pay court judgements or settlements against the federal government. It was created back in 1956. There's no new appropriation necessary so Congress doesn't need to pass a bill for it.If it's ruled that the money would have to be appropriated, then a bill would to be written in the House of Representatives (all appropriations bills have to start there), be passed by the House, be passed by the Senate (doubt that's happening), and then be signed into law
