       Good if true, but it seems too logical for government work. Also, I’m sure some Hawaiian judge will strike it down or it will promptly be reversed under the next administration.

       BUT the good thing is  that even if this happened, those H1Bs would be worried that this would happen again in 4-8 years and thus be less likely to bank on getting a green card in a decade.
