       @neil About the only way would look like financial regulation of card and payments processors. Want to do business in this country? You have to be willing to process any legal transactions.

       @neil I feel like one could be making it easier for businesses to not rely on payment processors and more on inter-bank kind of processing.(Not that banks are great but there's less of a monopoly)
