By connecting the base of each swing-arm (near the pivot point) with a special chain, when one rises, the other falls, achieving opposite-phase swing. The chain must be supported by a pulley on the front of the steering mast, and relies on a tension spring to prevent it from coming off. In other words, if this spring breaks, the chain will loosen, causing both swing-arms to rise simultaneously, and it seems that there is a risk of tipping over unless some kind of fail-safe mechanism is in place.
