       @Dan_Ramos In those states, Walgreens should be members only with a $1,000 cash membership fee.  No one enters the store without membership.   Sign up online, background check paid by credit card, then bring cash to an ATM with remote cash storage through pneumatic tube, before the door will open for you.  Have air lock doors that don't allow anyone unauthorized in.  No guests.  Adjust as needed.
