       Both of those examples at the middle and on the right are gerrymandering.The result, if cut correctly, should be 2 Red and 3 Blue.

       @Meachamus_Prime there was a lot more in depth version of this years and years ago. someone was doing it with computer simulations and per-pixel particle analysis. would link it if i still had it because the conclusion was funny.was basically that you can create the results of election fraud with this method alone.
