Not just HOA's, most municipalities make it illegal to grow enough food to sustain yourself. The federal government has gone after substance farmers in the past using the interstate commerce clause on the grounds that growing your own food is damaging to agribusiness, I'm not joking.EDIT:Just to add to this, the one group that has managed to get around this are the Amish but they did so by using collectivism to fight the government and selling their produce to enough of an extent to register as agribusiness.

what oyu mean get, you could screw that together in like 10 minutes, in fact maybe just build it out of pallet wood, honestly filling it with dirt would cost about as mcuh as the wood if you bought it outright.
