       @h5e cannot believe I'm the only one to answer "yes" so far.We were very privileged in terms of having our own broadband connection at home, and thanks to the proxy server set up at my parents' workplace at academia, we also didn't have to pay for traffic crossing the city boundaries, but still I used them whenever I was not in the home city (e.g. on various contests) to send and receive mail from parents, in late 1990s / early 2000s (when I enrolled into uni in another city in 2004, I was gifted Motorola V100 and got a plan with flat 10ct per call within the same provider even across region borders, which eliminated the need for internet cafes to keep in touch with family).

       @IngaLovinde oh interesting you mention paying for internet over a certain border. In the very early days there existed a provider which only allowed traffic within The Netherlands although I recall people broke out of that pretty easily. It didn’t last long. So weird.But I guess your use case would be more in line with “when travelling”? Although from the sound of it that was a common occurrence for you 😅

       @h5e for broadband at home, we had an extremely rare, almost unique (at that time and place; it was 1999 when we got it, in Yekaterinburg) unlimited broadband connection. But it was only unlimited for traffic within the city (i.e. probably those this provider directly peered with, instead of having to buy bandwidth from somewhere else).For external resources it was IIRC something like 10ct per megabyte.I've been traveling to various math contests (and later programming contests) several times per year.And also we traveled on summer vacation to the sea twice; first time, it was only me with my sister and my mother so we did use the internet cafes; second time I asked them to leave me there for a week longer (I was already 14 at the time) for some historic reconstruction festival, so I used internet cafe at the central post office to check in with them and tell them that I'm ok (also that's how I got Simferopol to Chelyabinsk colored on https://embracing.space/@IngaLovinde/116126155456600418 )
