       Political order becomes real at the point where a whole prior structure of belief, legitimacy, fear, and necessity can speak through force. This is often taken to be the source of power, but that is mistaken. It is merely where power first appears, not where it is born.What originates power is the structure that makes force meaningful before it is ever applied:Who is authorized to wield force?Who is imagined as resistible or irresistible?What counts as necessity?What counts as law?What have people already internalized as possible?In this light, force is not the beginning of politics. It is the point at which political order reveals what it has been made of all along.A weapon outside that structure is just an object. Power emerges when the object is embedded in a recognized order of meaning. That means the real secret to political order is that it can only be maintained by belief in its own inevitability.
