@Debradelai @StevenDouglas "Jurisdiction" has 2 meanings within the 14A "subject to" must be different than "within" under the laws of statutory construction. Your definition is "within" (within in the territory)-- as to equal protection.

I know more than lawyers on this subject (99%).The issue is not Harris' birthplace, it's the fact that neither parent was a US citizen at the time Kackles was born (and mother never was). They were legal residents, rendering her naturalized by 8 USC 1401(a), not natural born Citizen as is req. by the 12th Amendment.

It prevents any foreign allegiance at the time of birth--- SEE Federalist 68.
