Find booths about topics of interest to you, have a talk with the standholders or people around the same stand. Talk to speakers in the hallway (what we call hallway track) after their talks if you have more questions, talk to strangers waiting in line for food truck or sitting next to you in the bar... There was bytenight last night, unofficial after party in hacker space brussels. People active in some communities meet each other in real life at FOSDEM too.
