American doctors and nurses who relocate to Ontario will be able to start working in hospitals and clinics immediately, the Star has learned. In a new rule to be announced Thursday to help address a shortage of health professionals in the province — and amid a jump in interest from American physicians to practice here — the Ford government will allow them to work as they sort out the necessary registration. “Building on our government’s action to reduce labour mobility barriers for health-care professionals within Canada, we are now making it faster and easier for American physicians and nurses to care for Ontario patients,” Health Minister Sylvia Jones said in a written statement. “By introducing regulations that allow U.S.-licensed professionals to live and work in Ontario, we are making bold strides to ensure Ontarians receive timely and accessible care.” In 2023, Ontario was among the first to allow doctors and nurses in other provinces to practice here while working their way through the registration process, though at the time critics questioned how much of an impact it would have. Thursday’s change means doctors, nurse practitioners, registered nurses and registered practical nurses who are licensed in the U.S., with a clean record, can be on the job for six months without first having to register with the College of Physicians and Surgeons of Ontario or the College of Nurses of Ontario. The government will also ease the rules to allow the health practitioners to work in hospitals, long-term and community-care facilities, as well as labs and clinics. American health-care professionals will still have to meet Canadian immigration or work permit requirements. Ontario, like most jurisdictions across the country and North America, is in dire need of doctors and nurses, and estimates about 2 million people in the province don’t have a doctor — though the Ontario Medical Association believes the number to be double that. While easing the process to allow health-care professionals from other jurisdictions to practice here, the province has also announced about $2 billion to reform the primary-care system by 2029. The College of Physicians and Surgeons of Ontario, which licenses and regulates the profession, said over the past two years it has already been streamlining the registration process for U.S. doctors to avoid “unnecessary delays.” “Among other changes, these updates allow American board-certified physicians to practise independently without the need to complete additional training or examinations,” spokesperson Laura Zilke said in a statement to the Star. “The changes were possible due to the similarities in training programs between the U.S. and Canada, and the historical experience with existing assessment process,” she said, noting that led to an uptick in interest from American-trained doctors. In the third quarter of 2024, the college issued certificates to 76 American physicians, and 72 in the fourth. In the first quarter of this year alone, already this year some 116 certificates were issued. As of May 28, 153 U.S. physicians have been licensed this year, and another 278 applications are in the works. “Individual physicians may make personal decisions to relocate for various reasons, and our data does not disclose reasons for relocation or for seeking licensure to practice in Ontario,” Zilke said. ” In the context of Ontario’s evolving health-care workforce needs, (the college) has made an effort to streamline registration pathways for qualified (internationally educated physicians) who may be contemplating a move to Ontario, including those from the U.S.,” she added.
