The details are a bit unclear, but from what I can tell Microsoft/Mojang introduced a bug in old versions of Minecraft: They no longer show player skins. And why it happened is kinda silly: They changed the TLS cert for the skins server sometime last year, and it's based on a new root cert that isn't in any official version of Java for Windows.

so the official solution to fixing skins if you're running an older version of minecraft on windows is to upgrade to a Azul Zulu distro, which is a binary distribution of OpenJDK. That will include the right cert.

OTHERWISE everyone shows up as the default skin, since your client can't talk to the skins server

and from what I understand, this only affects old versions because they changed how the skins are stored, but their compat fix for the old clients has the TLS cert issue
