       This YouTube Video discusses the fact that there are many different Signal chat groups in Minneapolis. There apparently are over a thousand people involved in efforts to impede ICE. They have a database of potential ICE license plates.  They clock in and out as to performing anti-ICE "duties". At the end of each day, they delete the chat, possibly so the chat log can't be used as evidence against them.  https://youtu.be/F4iMsdt6vmw
