       @evan Sounds like it could be a "may"."A server may send activities to all known sharedInboxes"This way smaller servers can keep their resource usage more mangeable. It also works on the receiving end. "A server may choose to process all sharedInbox activities."

       @kini yes. The spec has an uppercase MAY and this question is a lowercase (well, mixed-case) "should".
