@futurebird Nothing. Narcoterrorism became a propaganda term used by DOD after 9/11 to tie the old drug war to the new war on terrorism, thereby to get more funding. I know this because I was there in the Pentagon working for the counternarcotics office in those days. I had to start using the word narcoterrorism in all briefings and issue papers.

@futurebird the word "terrorism" scares old rich white people enough to stop caring about the lack of legality or moral acceptability in the government's response, whereas "drug smuggling" is the cool nostalgic thing that the dukes of hazzard did (but with alcohol instead of cocaine)

@futurebird The other day, I saw it explained roughly thus: smuggling is tunnels and shipping containers, secret compartments in my Buick. Narco-terrorism is when I kill the mayor of my town for being "tough on crime" and roll his head onto the dance floor as a message to locals about who is really in charge.

@futurebird narco terrorism would be something like smuggling drugs in a manner intended to strike terror into the hearts of the populace.Given that smuggling tends to be fairly furtive, I'm struggling to think of a scenario where the smuggling causes terror.Shipping cocaine disguised as sacks of flour and letting them sit on the shelves of a major supermarket chain?

@futurebird In Latin America, there are plenty of neighborhoods where drug dealers run sort of a parallel state. E.g, you have to buy pirate cable TV from them, instead of paying for the legitimate one, or else. In some places, it's not safe for the police to just patrol, they come only in stealth or in force. Some factions span large areas of a country, and I know of at least one which has international reach.Even then, we don't have the expression "narcoterrorism", at least not in Brazil.
