       @soaponeThe government paying bills for goods and services, including employee salaries certainly is, or in this case not paying.There's a well documented multiplier of downstream economic activity for each $1 of federal spending that varies depending on the specific expenditure.Downstream businesses not getting that income has a negative multiplier that can't be made up.  @TheConversationUS
