@Jobob I assume so.I had earlier seen a suggestion that the Chancellor might raise income tax for rUK but cut NI, which would in effect be a tax cut for Scotland. The explanation then was that it would help Anas Sarwar in next year's election. Maybe it has actually been considered to counteract this consequence.
