The FoxPro logo is definitely Arial, but it's tweaked a little bolder than Arial Heavy, and the kerning has been manually tweaked, it looks like.Microsoft liked to do this around 1995. They'd design something with their standard fonts, but then have some graphical designers tweak how it looked. Like the "It's now safe to shutdown your computer" screen: they tweaked several letters in that.
