       What did the British Government, & citizenry & civil service NOT learn from the Covid tracking app debacle, about panic-commissioned flagship Government IT contracts? Terrible performance. Data security nightmare (recall Cummings refusal to offer any assurances). The waiting & inconvenience. The being turned-away. The exclusion of those not willing or able to carry smartphones.
