@BrodieOnLinux depends on the output impedance.If it zaps you, it's bad.If it's enough current to power anything other than a neon probe, it's bad.If it doesn't zap you, lights up the neon probe, and disappears as soon as you connect a load to it, it could just be capacitively coupled.
