@Nonilex Section 740 of the DC Home Rule Act gives the President authority, in the case of a declared emergency, to require the govt of DC to provide, "such services of the Metropolitan Police Force as the President may deem necessary and appropriate.”I don't read that language to permit the Feds to name their own police chief, only to demand cooperation from the current one. Trump overreaches with the law the way he does with women and girls.
