They literally aren't eating or working or taking up space.We could estimate them without talking to them individually (they probably don't want to), and could still include them in the census as unauthorized residents who don't have citizens' rights.

@DrChris back in the beginning, the constitution said a lot of humans don't count for deciding numbers of representatives in legislatures.There is no reason the censor shouldn't count everyone, with categories listed out for "these don't count for representation".Pretending humans don't exist and aren't interacting with the economy is just stupid.
