This law applies to desktops and laptops as much as smartphones due to those having Wi-Fi and Bluetooth radios, which many people frequently forget about. It doesn't disallow people installing another OS and there isn't really a bigger impact on smartphones than laptops and desktops. It's a typical misinformation news cycle.
