This law applies to desktops and laptops as much as smartphones due to those having Wi-Fi and Bluetooth radios, which many people frequently forget about. It does stop people installing another OS on their devices and there isn't really a bigger impact on smartphones than laptops and desktops. It's a typical misinformation news cycle. Most news orgs copy stories.
