       @rms it appears that if they must retain FEMA instead of dissolving it, that they have found another way to misuse it. The plan is to use FEMA resources funding and personnel to build concentration camps for ICE detainees instead of reacting to real disasters.  And never say it can't get worse because they're still thinking of ways.
