       @JesseStone Others didn't evacuate until they had to climb out a window and wade through deeping water. Given that the camp director at the camp (on the lowest ground) with the highest losses died too, they may not have gotten a warning, since the flooding only took 45 minutes to happen, and it was the middle of the night.
