       @bascule guadalupe river has been flooding since recorded history of that river. it's like people don't know what "flood plain" means. If you live on a flood plain, you have to pay attention to the weather. Just like if you live in a place that has earthquakes, you have to construct your house to withstand earthquakes, tornado alley has tornado shelters, etc.FLOOD. PLAIN. a geographical feature!
