@PNS The car is at fault, because he will probably be carrying mandatory liability insurance, which will result in a payout to the retarded cyclist trying to get hit, which results in all rates going up monotonically.Also, that stop sign is only for the sidewalk, and pointless. It should be a yield at most, and the stop sign should be at the street.
